Transportation agencies run on data.

We track average speeds, crashes, violations, citations, revenue, and return on investment. These metrics are essential.  They help agencies understand system performance, justify funding, and guide decision-making.

But there is a question our industry does not ask often enough: What are we actually trying to optimize?

For decades, roadway safety has been evaluated through operational outputs:

  • How many citations were issued
  • How much speeds decreased
  • How crash rates changed before and after implementation

These are valuable indicators.  They support accountability and investment.  But they are not the outcome that truly matters.

No family has ever celebrated a reduction in average speed between mile markers.

No parent has ever been comforted by a citation report.

What matters is simple: Did someone make it home?

Speeding remains a leading factor in roadway fatalities.  In the United States, roughly 29% of all traffic deaths are speed-related, representing more than 11,000 lives lost annually.  That data point alone reframes the conversation.

Modern transportation systems are more data-rich than ever.  Agencies can now:

  • Measure speeds with precision
  • Identify high-risk corridors
  • Predict where crashes are likely to occur

Yet too often, the conversation still centers on enforcement activity rather than outcomes.

  • At 50 mph, that risk jumps to 59%
  • At nearly 56 mph, it climbs to 78%

Even small changes matter.  Research shows that reducing speed limits by just 5 to 10 mph can lower injury crashes by about 20%.  From a system perspective, these are not marginal gains.  They are life-saving interventions.
